I got an Advent ADE-RDR01 all in one card reader, which is supposed to
work with Windows 98 according to the box.

There is no driver for Windows 98 and it doesn't seem to be possible
to find one anywhere.

The sale of these things seems to be a scam to get people to call a
£1.50 a minute phone line when they find that there is no driver for
the thing, and probably no help from there if you did.

Or am I missing something?

Windows 98, according to my dimming memory, does not support USB natively
and drivers are iffy.
Windows 98SE will support at least USB1 with appropriate drivers.
I would try to get a copy of XP while I still can if I were you . . .

I can do it via a different PC (with XP) and other portable storage,
but it's annoying.

But usually, although you may not get the driver, you can look on the
Web and find one, like for example when I borrowed a Lacie external
hard drive.

In this case the box specifically mentions 98SE (which is on the
machine I wanted to attach to).

I plug it in and it detects new hardware, and asks me where to search
for a driver.

In the past, where there is no CD supplied, I've managed to find
drivers on the Web and get these things working (as with a borrowed
Lacie hard drive), but in this case my searches have come up with
nothing.
