I have a Velbon cx-540 tripod I use a lot in the ocean and in wetlands and
last time I was overseas I had a camera stolen with the tripod attachment on
it. Would it be possible to just buy the tripod attachment and not the
whole tripod?

Yes

You can go to a decent shop or source the australian agent for Velbon
directly.
