I am interested in learning how to draw images such as icons and
graphics for web pages. All of the books I see for photoshop are for
managing photos which is what photoshop is for. Is there any books on
how to draw images? Are there any software packages that are better than
photoshop for drawing?

Taking it one step at a time, if you want to create icons, which is a
whole different task than creating pictures, then GOOGLE "make icons".
Really, you must be more specific.
