I would try a hue/saturation adjustment layer. Under "Edit", choose
yellow, to target only the yellows, then lower the saturation and raise
the lightness sliders...

Image->Adjust->Curves. Color correction is one of the things Photoshop
excels at.

if it is b/w (newspaper articles, not the Sunday funnies, etc - you
may wish to scan in b/w mode, or if the photos as well, try 265 color
(8 bit) b/w mode
